I found out that if you hold down the up arrow button and the one with the speaker when the radio is off and keep them held down and turn on the radio, and then turn it off and on again with out holding down the buttons, will make the radio's receive range go from 136.000 MHz and 174.000 MHz to 100.000 MHz to 200.000 MHz.
